A series of concise materials about the history, persecution, culture, and current situation of Roma communities in Europe. The materials were prepared by the Council of Europe for use in human rights education, combating discrimination, and fostering critical thinking. "Roma: Myths and Facts" — Educational and Methodological Guide for Teachers on Countering Antigypsyism 

This guide debunks widespread myths and stereotypes about Roma communities, drawing on historical facts, research, and documentary sources. It provides lesson plans, case studies, and recommendations for fostering critical thinking and tolerance — particularly in the context of the Holocaust and historical violence against Roma.

Manual "Together on One Land. The Multicultural History of Ukraine" – Chapter "The Travelling People: Roma in Ukrainian Lands"

This chapter provides a concise introduction to the history, culture, and stereotypes surrounding the Roma community in Ukraine. It includes factual materials and interactive exercises aimed at fostering intercultural dialogue. Suitable for both school-based and non-formal education settings.

Right to Remember – Educational Handbook on the Roma Genocide for Young People

This educational handbook by the Council of Europe insightfully combines human rights education with remembrance of the Roma genocide. It includes information about the tragic events of World War II, templates for educational activities, and ideas for commemorative events. Special emphasis is placed on the role of memory in shaping young people’s historical awareness. Designed for youth workers, facilitators, and teachers, the handbook supports a deeper understanding of the Roma genocide and the fight against discrimination.

Facilitator’s Toolkit for Working on the Topic of the Roma Genocide

This methodological guide is designed to support facilitators working with testimonies of Roma survivors of the genocide. Developed as part of the international initiative Dikh He Na Bister, the toolkit offers structured educational sessions, practical exercises, and guidance for engaging young people in a sensitive and meaningful exploration of the Roma genocide. Rooted in oral histories, it promotes reflection on the past through personal narratives, memory, and dialogue. The handbook is suitable for use in educational workshops, training sessions, and commemorative youth events.

“The Neglected Genocide” – A Digital Exhibition on the Roma Genocide in Ukraine

This digital version of a historical exhibition is dedicated to the fate of Roma in the Nazi-occupied territories of Ukraine during World War II. It features 20 panels with archival materials, family photographs, survivor testimonies, and historical context about the Roma genocide. Special attention is given to themes such as discrimination, survival, memory, and contemporary challenges. The exhibition is available online and is the result of Ukrainian-German cooperation.

RomaSintiGenocide.eu – an educational web resource about the genocide of Roma and Sinti

An online platform for studying the history of the genocide of Roma and Sinti in Nazi Europe. It contains thematic sections, biographies, maps, worksheets and educational materials. The resource is adapted for school and non-formal education, as well as for self-study. It is available in several languages, including English, German and Romani.

“10 Powers” – An Interactive Guide for Roma Youth on Participation, Rights, and Action

This interactive educational manual, created by the Roma Youth Coalition of Ukraine, translates the key points of the Council of Europe Recommendation CM/Rec(2023)4 into youth-friendly language. Through 10 thematic sections, it explains how young Roma can participate in decision-making, combat discrimination, defend their rights, and shape society. The guide combines personal stories, tools for self-reflection, and actionable advice. It is based on the real experiences of young activists from across Ukraine.

Barabaripen – Council of Europe Handbook on Multiple Discrimination of Young Roma

This Council of Europe publication is based on interviews with nine young Roma from various European countries who have experienced multiple discrimination — due to ethnicity combined with other factors such as gender, sexual orientation, migration background, or social status. Each story is accompanied by an analysis of discriminatory mechanisms and strategies of resistance. The handbook also includes educational exercises and templates for discussions with youth groups.

Mirrors – A Manual on Combating Antigypsyism through Human Rights Education

This is the first youth-focused manual by the Council of Europe dedicated to the topic of antigypsyism — the systemic discrimination against Roma. Integrated into the Council of Europe’s Roma Youth Action Plan, the manual provides educators, trainers, and facilitators with ready-to-use educational activities aimed at recognizing, understanding, and challenging both individual and institutional hatred against Roma. Suitable for working with Roma, non-Roma, or mixed groups, it promotes solidarity, empathy, and a culture of human rights among young people.
